Under Code of Virginia §24.2-612.1, if a candidate withdraws after ballots have been printed every county and independent city election office must post notices at polling places and provide notice in mail ballots to inform voters of the withdrawal, and votes cast for a withdrawn candidate are tallied but treated as votes for a withdrawn candidate (not counted for an active candidate)
