Congress moves to curb U.S.–China research ties

Sen. Tom Cotton introduced legislation to restrict federally funded research collaborations with Chinese military-linked institutions as House China committee reports and an August NCSC bulletin warn that Beijing exploits open academic research for military gains. The House panel issued three September reports urging tighter visa vetting, curbs on joint institutes, and additional laws, while a Strider Technologies analysis found nearly 2,500 coauthored STEM papers in 2024 between U.S. entities and Chinese military-affiliated institutes, down from a 2019 peak but still high.
