Storm triggers LA evacuations, outages

Los Angeles ordered evacuations for about 115 homes in Pacific Palisades and Mandeville Canyon late Monday as a rare, potent October storm began drenching Southern California with heavy rain, high winds and a risk of mudslides. The National Weather Service warned of up to 4 inches of rain and even isolated tornadoes Tuesday, while Caltrans closed part of State Route 27 near Pacific Coast Highway, more than 16,000 customers lost power, and authorities staged LAFD patrols amid widespread flood and debris-flow concerns on wildfire burn scars.
